Carefully Managing Growth

Our world and with it our community are constantly changing over time. Such change comes in many forms and facets, is sometimes fast and sometimes slow, at times welcome and at others undesired. Change is also perceived differently by different individuals, for instance, while a developer might be excited by the prospect of building a new 1000 unit development, a home owner living right next to the planned subdivision not so much.

“Managing Growth” is the art of choosing a path that benefits a community as a whole, one that accommodates the various needs of a community, without sacrificing one communal group over another. Managing the growth of a community is a complex and comprehensive process that involves vision, careful planning and a lot of negotiations, because as the example above shows, the perception of it can vary tremendously.

The General Plan of a community plays a central role in this process, as it describes the goals and priorities for a community. As a member of Yucaipa’s General Planning Advisory Committee (GPAC) I have been working on the Vision Statement for Yucaipa with my colleagues of GPAC, city employees, and consultants for the last two years. I feel that we have a very strong Vision Statement for the city, providing a stable foundation for a careful managed growth that will benefit the city in the long term, without endangering the quality of life that we enjoy in Yucaipa. As a Councilman I will defend the core values of the Vision Statement and make sure that Yucaipa’s growth is sustainable and that it balances the interests of business and environmentalists and other parties with different viewpoints.

The current draft of the Yucaipa’s Vision attempts to maintain and foster the following cornerstone values of the city:

Small-town rural character with strong neighborhood identities

Scenic vistas, wild lands, ravines, and hillsides

Quality businesses that bring quality jobs and retail opportunities

Health, safety, and wellbeing of our residents

Educational opportunities that prepare the community for the future

Excellent infrastructure, community services, and public facilities

Vibrant Historic District and unique local artistic and cultural events

Parks, trails, open space and recreational opportunities for all ages

Spirit of community service, pride, and mutual respect

Fiscally responsible and responsive governance

Thoughtful Planning

Thoughtful planning means encouraging and supporting well balanced projects that are compatible with the City’s General Plan. Yucaipa has several areas in which quality development can occur without affecting our community values.

As Councilman I will support projects and developments that are in accordance with the General Plan and that encourage businesses and enterprises to come to Yucaipa and prosper in our town’s economic environment.

I will encourage and moderate the dialog between groups with different interest, find a common ground, and put the well-being of the city before the needs of individual parties so that Yucaipa benefits as a whole. I will approach Yucaipa’s growth with a vision to implement comprehensive planning, taking into account, the various parameters of the city, listening to individual groups and people that are affected by planning decisions. It is essential for a Councilman not to take sides but to advise and mediate if there are conflicting opinions and to find solutions, always looking into the future.
